Archipeligo Libertarianism?

In Reasons and Persons Parfit talks about how common-sense morality works best in small communities, where large harms or benefits can only result from acts with significant harms or benefits on individuals as well, which means that gratitude and resentment are able to act to regulate those acts. In large communities you have the 'thousand torturer' case where many imperceptable harms result in large total harms, or many imperceptable benefits result in large total benefits. In these cases the feedback is broken, and we need some external system (government?) to solve the coordination problems that arrise.
